pdfpages is a Tex package that can combine several pdf files using LaTex. Here is the usage:
\usepackage{pdfpages}
\begin{document}
\includepdf[pages=-]{1.pdf}
\includepdf[pages=-]{2.pdf}
\includepdf[pages=-]{3.pdf}
\end{document}

I only get blank pages in my DVI file. :-(

My problem is I have so many .eps files so I have to run PS before I convert pdf. Is there a way to get around this?

Try to insert them using \includegraphics.
# in the preamble
\usepackage{graphicx}
# in the main body
\includegraphics{fig1.eps}
\includegraphics{fig2.eps}
\includegraphics{fig3.eps}
